Rolls-Royce expands US defense capacity with $1 billion investment

Rolls-Royce is completing a decade-long, $1 billion modernization of its Indianapolis operations, adding capacity to manufacture and test engines for major US military programs.

The investment has been divided into two main phases. Rolls-Royce spent about $600 million upgrading advanced manufacturing operations and a further $400 million on engine-testing infrastructure. The second phase was announced in 2022 and is now nearing completion.

The timing matters for the US defense sector. Military planners are pressing suppliers to increase production, strengthen domestic manufacturing and reduce supply chain risks. Rolls-Royce now has more capacity available as those demands increase.

The Indianapolis campus supports programs including the US Air Force’s B-52 bomber fleet, the Army’s MV-75 aircraft and the Navy’s MQ-25A unmanned refueling aircraft. It also produces engines used on several established military platforms.

For manufacturers and suppliers, the project shows why defense production capacity often has to be built years before demand becomes clear.

Rolls-Royce built capacity before defense demand accelerated

The Indianapolis modernization began about a decade ago, when much of the site’s manufacturing equipment and infrastructure needed replacing.

What started as a plant renewal program grew into a broader effort to prepare the operation for future production needs.

Rolls-Royce completed a $600 million advanced manufacturing investment in 2021. It then committed another $400 million to engine-testing facilities, with part of that spending linked to the B-52 Commercial Engine Replacement Program.

Rolls-Royce won a contract valued at up to $2.6 billion to supply 650 F130 engines for the B-52 fleet. The engines are expected to replace the aircraft’s existing TF33 engines as part of a wider modernization program.

The scale of the program helps explain the need for long-term investment.

Aerospace production cannot usually be expanded quickly. New machinery must be installed and qualified. Production processes must meet strict defense and aerospace standards. Workers require specialist training. Test facilities also need major infrastructure.

Companies that wait for demand to rise before investing can therefore find themselves short of capacity.

Rolls-Royce began spending in Indianapolis well before the current focus on expanding the US defense industrial base. The project is now nearing completion as governments pay closer attention to whether suppliers can produce equipment in sufficient volumes.

Higher capacity does not guarantee higher orders. Defense programs can change because of budgets, procurement decisions or technical requirements. But having production and testing capability already in place gives manufacturers more flexibility when demand increases.

Engine testing can become a production constraint

Manufacturing capacity is only one part of aerospace production.

Engines must pass detailed tests before delivery. That process can become a bottleneck if manufacturers increase assembly rates without adding enough test capacity.

Rolls-Royce’s $400 million investment addresses that part of the production process.

The upgraded Indianapolis facilities are designed to test a wider range of engines while reducing the time needed to move units through testing.

Aerospace manufacturing depends on each stage working at a similar rate. More machining capacity has limited value if assembly cannot keep pace. More assembly capacity also provides little benefit if finished engines are waiting for test slots.

The same issue can appear further down the supply chain.

Defense manufacturers rely on specialist suppliers for castings, forgings, electronics, coatings and other components. If one part of that network cannot increase output, production can slow even when the final manufacturer has added capacity.

The Indianapolis project shows why investment has to cover more than individual machines or assembly lines. Manufacturers must consider the wider system required to support higher output.

That includes testing facilities, skilled workers, supplier capacity and maintenance support.

Indianapolis gives Rolls-Royce an established US production base

Rolls-Royce has produced more than 14,000 engines in Indianapolis since 2001, according to figures cited in the original report.

About half came from the AE engine family, which is used on aircraft including the C-130J transport aircraft and V-22 Osprey.

The company says more of its products are manufactured in Indianapolis than at any other Rolls-Royce location.

Its wider Indianapolis operation employs about 4,000 people across manufacturing, engineering, assembly, testing and support roles. That gives Rolls-Royce an established workforce and supplier base as new defense programs move toward production.

It also provides a large domestic manufacturing presence as the US government focuses more closely on the resilience of its defense supply chain.

Domestic production does not remove every risk. Aerospace manufacturers still depend on complex supplier networks that can cross several countries. Raw material availability, specialist components and labor shortages can all affect output.

However, locating engineering, manufacturing and testing functions close together can make production problems easier to manage and help companies respond to changes in demand.

The wider question is whether other parts of the defense supply chain have made similar investments.

Production speed and available capacity are becoming more important measures of industrial strength across the US defense sector. Strong order books alone are not enough. Delivering those orders depends on factories, test facilities, suppliers and skilled workers being ready at the same time.

Rolls-Royce began building that capacity years ago. Its $1 billion Indianapolis modernization now shows the value of investing before demand peaks. For other aerospace and defense manufacturers, the question is whether they have made enough of the same preparations.
