Volkswagen turns Osnabrück auto plant into a defense manufacturing plant

Volkswagen’s Osnabrück factory is preparing for a manufacturing future that could look very different from its automotive past. The German automaker has agreed on key terms with the State of Lower Saxony and Aurelius Capital for the possible sale of Volkswagen Osnabrück GmbH, opening the way for the site to become a manufacturing center focused on security and defense products.
Under the proposed structure, Aurelius would become the majority owner alongside Lower Saxony, while Volkswagen would support the transition with its existing infrastructure and experience in development, production and industrialization. The first planned project would involve Rafael Advanced Defense Systems and the potential manufacture of systems and components for air defense equipment for Germany and other European markets.
The proposal gives Volkswagen a possible answer to a problem facing many established manufacturers in Europe: what to do with technically capable factories when demand no longer supports their original production role. Rather than treating Osnabrück solely as surplus automotive capacity, the plan would redeploy its workers, manufacturing systems and engineering knowledge into an industry where European demand is increasing.
Osnabrück’s manufacturing expertise becomes the main asset
Volkswagen decided in 2024 that vehicle production at Osnabrück would end in summer 2027, with the T-Roc Cabriolet scheduled to remain in production until then. The decision formed part of a broader effort to reduce manufacturing capacity and costs across Volkswagen’s German operations after years of pressure from weaker European vehicle demand, high production costs and stronger international competition.
The new proposal changes the question surrounding the factory from whether production will end to what kind of production could replace it. Volkswagen describes Osnabrück as a site with established capabilities in small-series production and special vehicles, supported by employees with experience in production, quality management and industrialization. Those capabilities could transfer more readily to specialized defense manufacturing than they would to many other industries.
That transfer is central to the economics of industrial reuse. A manufacturing plant represents more than buildings, assembly lines and machinery because its value also sits in process knowledge, supplier relationships, quality systems and employees who understand how to move a product from engineering specifications into repeatable production.
Rafael would contribute air-defense technology and sector expertise under the planned first project, while the Osnabrück workforce would take a central role in establishing manufacturing operations and industrializing production. Volkswagen says the partners also intend to bring further industrial projects and partnerships to the site, making the proposed air-defense program an anchor rather than necessarily the factory’s only future activity.
Employment remains one of the most closely watched parts of the proposal. Volkswagen’s works council said more than 1200 employees now have a prospective future at the site, while Reuters reported that labor representatives believe about 1400 of the factory’s roughly 1800 jobs could be preserved. The figures reflect different descriptions of employment prospects, and Volkswagen has said more detailed information will follow once reliable agreements are in place.
Volkswagen’s capacity cuts give the project wider manufacturing relevance
Osnabrück sits inside a much larger restructuring of Volkswagen’s German manufacturing network. Under the company’s 2024 Zukunft Volkswagen agreement, Volkswagen planned to reduce technical production capacity in Germany by 734,000 vehicles and cut more than 35,000 jobs across its German sites by 2030. Volkswagen said those measures were designed to bring factory capacity closer to demand while lowering labor and structural costs.
The company has continued to push that restructuring. Volkswagen Group said in July 2026 that factory costs at its German operations had fallen by more than 20% on average during 2025, while binding agreements had already been reached for more than 28,000 departures at Volkswagen AG by 2030. In September, the supervisory board approved its Future Plan 2030, extending the company’s push to simplify operations and improve competitiveness.
Against that background, Osnabrück is more than an isolated transaction. Reuters described the proposal as a potential blueprint for other Volkswagen sites with uncertain futures as the group tackles excess European manufacturing capacity. If the conversion succeeds, it could demonstrate that plant restructuring does not always have to mean shutting facilities or abandoning established industrial workforces.
The economics will depend on whether defense programs can provide enough sustained production to justify the transition. Automotive factories are built around highly developed processes and large capital investments, but defense manufacturing can involve different volumes, certification requirements, procurement cycles and security controls. Repurposing a site therefore requires more than changing the products moving through an assembly line.
Osnabrück may have an advantage because it already has experience with smaller production runs and specialized vehicles. That makes the factory a more natural candidate for a manufacturing model in which flexibility, precision and complex industrialization can matter as much as the extremely high volumes associated with mass-market vehicle assembly.
Defense demand creates a new destination for industrial capacity
Europe’s expanding defense requirements are creating opportunities for manufacturers with available capacity and specialized engineering skills. Reuters reported that rising defense expenditure could help absorb part of the automotive sector’s excess manufacturing base, and the Osnabrück agreement is an early example of how that transfer might work in practice.
The planned cooperation with Rafael would initially focus on the potential manufacture of systems and components for air-defense systems serving Germany and Europe. Earlier media reports have linked the discussions to Rafael’s Iron Dome technology, but Volkswagen’s formal announcement does not specify a particular system and describes the potential production more broadly as air-defense systems and components. That distinction matters while the transaction and manufacturing program remain under negotiation.
There are still several steps before manufacturing changes hands. Volkswagen says the transaction remains subject to final agreements, corporate approvals and regulatory reviews, while responsibilities, economics, organizational structures and detailed employment arrangements still have to be settled.
If those steps are completed, Osnabrück will become a test of whether manufacturing capacity built for one of Europe’s largest traditional industries can be redirected toward a sector with a very different demand profile. Its significance will lie not only in whether defense production saves a Volkswagen factory, but in whether the combination of existing infrastructure, production knowledge and skilled labor can make industrial conversion a credible alternative to closure.
